The polarisation of the "haves" and "have nots" that is determined simply by physical access and the belief that all want to participate in ICTs is flawed. As this research shows, not all "have nots" necessarily wanted to be "haves" and neither did they view engagement in ICTs as a positive force that would transform the quality of their life.
