• 2005: Professor in ”Technology, Design & Environment”, Oslo University College.  
• 2001: Qualified and nominated as Professor in ”Environmental Planning” at University of Aalborg, Faculty of Technical and Natural Sciences.  
• 1978: Appointed and qualified as1.amanuensis (Associate Professor) in ”Environment and Planning” at Sogn og Fjordane University College.  According to the rules at that time (1978) a position as 1.amanuensis required scientific qualifications similar to a PhD.  Høyer was also in the same context found qualified for a position as “Høgskoledosent”.   

• 1999: PhD in social sciences from Roskilde University in Denmark, Department of Technology, Environment and Social Studies.  Title of thesis: ”Sustainable Mobility – the Concept and its Implications”.  
• 1995-98: PhD-studies with formal connection to Roskilde University, part time studies combined with the position as Head of Research at Western Norway Research Institute.  
• 1974-78: 4,5 years as research fellow at the Oslo School of Architecture within the field of Environment and Planning.
