• 2004-2007 : "HyWays - Development and Evaluation of a Harmonised "European Hydrogen Energy Roadmap".  An EU/FP6 Integrated Project (33 partners).

• 2002-2003: “Energy and Environmental Data for Alternative Energy Carriers in Transport. Comparative Well – to – Wheel Analysis of hydrogen energy and other alternative energy carriers in transport”.  For the Norwegian Public Pollution Authority (SFT).  
• 2002-2003: "Changes in local municipality structures - consequences for transport and mobility".  For the KS-research, the research fund of the Norway Organisation of Local Municipalities.

• 2005: Professor in ”Technology, Design & Environment”, Oslo University College.  
• 2001: Qualified and nominated as Professor in ”Environmental Planning” at University of Aalborg, Faculty of Technical and Natural Sciences.  
• 1978: Appointed and qualified as1.amanuensis (Associate Professor) in ”Environment and Planning” at Sogn og Fjordane University College.  According to the rules at that time (1978) a position as 1.amanuensis required scientific qualifications similar to a PhD.  Høyer was also in the same context found qualified for a position as “Høgskoledosent”.   

• 1999: PhD in social sciences from Roskilde University in Denmark, Department of Technology, Environment and Social Studies.  Title of thesis: ”Sustainable Mobility – the Concept and its Implications”.  
• 1995-98: PhD-studies with formal connection to Roskilde University, part time studies combined with the position as Head of Research at Western Norway Research Institute.  
• 1974-78: 4,5 years as research fellow at the Oslo School of Architecture within the field of Environment and Planning.  
• 1969: MSc/Honours degree in civil engineering from Heriot-Watt University, Edinburgh
